County Board of Supervisors Adopts Regional Plan
On Tuesday, January 27, the Board of Supervisors held a public hearing to consider adoption of the Regional Plan as a minor amendment to the Coconino County Comprehensive Plan.
The Board of Supervisors unanimously adopted the plan with one condition: an update to the Future Growth Illustration, which involved changes to the land use designations for four areas within Coconino County jurisdiction.

The Board of Supervisors public hearing followed a previous public hearing with the County Planning & Zoning Commission, held December 3, 2025. Click here to access the December 3rd meeting recording.

The City and County have separate adoption processes for the Regional Plan, based on the role that the plan serves in each jurisdiction and associated legal requirements. For Coconino County, the Regional Plan will go into effect on June 3, 2026.

While a change to the plan was adopted through the County process, it will not change the content of the plan on the ballot for City residents for the May 2026 special election.

City Special Election Arguments Due February 18th
On May 19th, registered voters in the city will be asked whether or not to ratify the Regional Plan in a special ballot-by-mail election. Each household with a registered voter will receive an informational pamphlet that includes arguments for and against the proposed question.
Any person or group can submit an argument for or against ratifying the Regional Plan. Your opinion is important!
Statements must be emailed to cofelections@flagstaffaz.gov by 5:00 p.m. Arizona Time on February 18, 2026.
