Ballots Have Been Sent Out!
Ballots were sent out on Wednesday, April 22, 2026, for the special election on the Flagstaff Regional Land Use Plan 2045.
This ballot asks voters in the City of Flagstaff to vote on whether to ratify or not ratify the Flagstaff Regional Land Use Plan 2045. Return your ballot by 7pm on Tuesday, May 19, 2026. The special election is a vote-by-mail only election. There are no polling places on election day.

Important Election Dates:
April 22: Ballots mailed.

May 8: Last day to request a replacement ballot by mail.

May 11: Last day to mail back your ballot.

May 19: Election Day. Ballots must be received by 7pm.

What Does a Yes/No Vote Mean?
Currently, Regional Plan 2030 is in effect, and Regional Plan 2045 is on the ballot.
Vote YES on Question 492

  • Regional Plan 2045 becomes effective immediately.
  • Regional Plan 2030 is superseded.
Vote NO on Question 492

  • Current Regional Plan 2030 stays in effect.
  • City will gather feedback on revising Regional Plan 2045.
  • City will seek adoption and ratification of a revised plan at a future date.

Hard copies of the plan are also available for review at the City Hall Community Development Counter, the Downtown Library Information Desk, or the East Flagstaff Library Information Desk. To request a take-home hard copy of the plan, please email Elsa Erling at elsa.erling@flagstaffaz.gov.
