FLAGSTAFF — The City of Flagstaff is proud to recognize Fire Chief Mark Gaillard as the 2025 Leader of the Year for his dedication to public safety and commitment to the Flagstaff community. This award is given to a leader who has demonstrated integrity, professionalism, dedication, accountability, problem solving, ethics, and empowerment.
During his time at the City, Chief Gaillard has had many notable accomplishments. He supported efforts to strengthen emergency response by partnering with the Flagstaff Police Department to review and enhance computer‑aided dispatch processes, resulting in more accurate unit deployment and improved response times. When the homeowner’s insurance crisis began impacting Flagstaff residents, Chief Gaillard engaged with state and national groups and worked alongside government officials and insurance representatives to explore long‑term approaches to support wildfire‑resilient neighborhoods.
Chief Gaillard has also provided steady leadership during difficult moments, including offering support and guidance as the department experienced the tragic loss of two coworkers. Throughout the year, he maintained a strong focus on internal communication by meeting with crews and providing a space for open conversation. His commitment to clear communication, problem‑solving, and supporting his team are among the reasons he is being recognized.
Assistant City Manager Shannon Anderson said “Chief Gaillard is dedicated to the fire service profession. This is witnessed in the actions he takes on a daily basis and his constant willingness to help. We are so grateful for his contributions and congratulate him as the 2025 Leader of the Year!”

In navigating tragedy and driving the organization forward, he continues to demonstrate exceptional dedication to the safety and well‑being of our community. Team Flagstaff is grateful for his service.”
The Leader of the Year award is given every year in honor of Mary Jo Jenkins, who served the City of Flagstaff for over 25 years. She was a model of ethics and integrity. We honor her by naming the annual Leader of the Year award after her.
