F3 encourages you to provide specific FEEDBACK and input on your PRIORITIES for Parks and Open Space, add to an interactive MAP, and complete the SURVEY as the City of Flagstaff starts the process of completing the PROSE Master Plan (Parks, Recreation, Open Space, and Events).
The PROSE Master Plan is a long-range plan (10+ years) that will provide a roadmap and guide the City’s project priorities and funding. This Plan will create a vision for the future and will include both short-term and long-term goals for achievement.
The creation of the Master Plan has just begun and the City is engaging the public in this process to ensure future PROSE priorities and goals are citizen-driven and meet the demands of our community for the next 10+ years.
Projects and priorities may include improvement to existing parks, open space, and recreation areas and will identify unmet community needs.

The Open Space Program is now included in the same division as parks recreation, and events, thus the city’s survey effort focuses primarily on improving existing parks and providing new facilities.
F3 believes strongly that the city must also prioritize and fund the purchase of land for designated open space. This is of particular importance in areas of the city that lack existing open space and in areas of high importance for wildlife movement.
Both of these concerns exist within the southwest quadrant of the city in the JW Powell Specific Plan Area. The city has been unable to purchase land from private land owners in this area to date.
There is only a small amount of funding currently dedicated to the Open Space Program. Much more is needed in order to allow the proactive purchase of undeveloped land for open space from willing sellers.
Please consider including in your comments to the city that the Master Plan must also consider the need and funding mechanisms that would allow city purchase of undeveloped land for dedicated open space.
