Prescribed burn planned later this week west of Flagstaff

FLAGSTAFF — Fire managers with the Flagstaff Ranger District plan on continuing portions of the Horseshoe Maxwell Springs prescribed burn project located 9.5 miles northwest of Flagstaff, just north of Bellemont.

Prescribed burns are always dependent upon multiple conditions, including personnel availability, fuel conditions, weather and approval from the Arizona Department of Environment Quality. Prescribed burns may be changed or canceled last-minute if burn conditions do not meet criteria outlined in advance.

FLAGSTAFF — Up to four prescribed burn projects are planned across Coconino National Forest next week to reduce hazardous forest fuels and reduce the risk of wildfires to many northern Arizona communities (listed below in chronological order).

Should wind and weather conditions become unfavorable, ignitions will be halted, and project plans will be postponed, changed or canceled.

Friends of Flagstaff’s Future (F3) Action Alert — Regional Plan Open Houses Next Week

The 60-day public review of the Draft Regional Plan in late 2024 generated over 2,000 comments and led to substantial revisions to the Plan. The review revealed some important topics and issues that merit additional input from the community to guide the next steps of revising the plan.

Join City staff at one of the two Open Houses next week to learn about the public’s comments and discuss how the Plan has been revised. The community also can provide feedback via the public survey (see below), and learn about the next steps for adoption of the Regional Plan. The Open Houses will take place at the following dates and locations:

Tuesday, April 15: 5:30-7:30 pm at the Flagstaff Aquaplex, 1702 N. Fourth St.

FLAGSTAFF — The City of Flagstaff is pleased to announce the winners and runners-up of the City’s Accessory Dwelling Unit (ADU) Model Plans Request for Informal Proposals (RFIP). ADUs can help advance the City’s adopted climate action and housing goals as ADUs are smaller housing units that have the potential to offer lower rent and monthly utility costs, provide additional income opportunities, and increase the available housing stock.

We want to provide you with an update on the proposed Mill Town student-focused housing development that was discussed by City Council on February 4 and March 4. The development will be located across the street from Target on Milton Ave. and will be composed of a commercial development located in front of student-oriented housing. The original plan for Mill Town was approved by Council in 2018 and allowed for over 1000 beds as well as the commercial development.

FLAGSTAFF — The Flagstaff Fire Department and the City of Flagstaff Sustainability Division are facilitating the placement of rollout dumpsters in neighborhoods around the City to allow residents to dispose of pine needles near their homes. The Flagstaff Fire Department recommends that residents remove excess pine needles from their yards and areas near their homes to lower the risk of wildfire danger.

Community garden plot applications opening soon for the 2025 growing season

FLAGSTAFF — Members of the public are invited to submit applications for community garden plots starting on Saturday, March 1. Applications will remain open until March 31 or until filled. Returning gardeners will have priority to secure their plots from the previous season, and remaining available plots will be offered to new gardeners on a first-come, first-served basis. New gardeners who do not have access to growing space at home or those who qualify for SNAP benefits will be given priority for remaining available plots through the application process.

Northern Arizona’s rich, dense forests are among the many reasons why people love to live and work in our region. But the beauty and recreational opportunities of these endless acres of green come with a risk in an area that is known for its dry and often windy conditions – the threat of wildfire.

Numerous entities are dedicated to reducing that risk. Northern Arizona University’s School of Forestry specifically offers a BS in Applied Wildland Fire Science; APS has a dedicated Forestry and Wildfire Mitigation team; and the 4FRI project continues to use thinning and prescribed burns to lessen the threat of wildfires – and post-wildfire flooding – to communities throughout northern Arizona.

The work of these entities not only impacts our safety – it also has an economic impact for the region.

F3 has paid close attention to the Flagstaff Regional Plan 2045 because it will greatly impact the way Flagstaff will develop in the next twenty years. The plan is a policy guide for land use and development decisions and should be the vision for the shape and character of the community.

This newsletter summarizes our concerns. Here is a quick overview:

We are concerned that the plan is almost singularly focused on an increase in housing density. While we see the need to address the housing crisis, density alone is not enough. It must be paired with the values that make a community a community such as open space, public space, and community character.

Annual Willard Springs Green Waste Burn in Progress

COCONINO COUNTY — The U.S. Forest Service (USFS) has ignited the annual green waste burn at the Willard Springs Green Waste Site, which is located about 15 miles south of Flagstaff at Exit 326 on the west side of I-17.

The burn is necessary to reduce the existing stockpile of pine needles, tree trimmings, and other green waste at Willard Springs before the start of the 2025 fire season.

The Willard Springs green waste burn is expected to produce smoke during its ignition period. Based on wind and weather conditions, this smoke may be heavy at times and visible to motorists on I-17. The Coconino National Forest plans to post signage on I-17 as necessary to notify motorists about smoke from the burn and to drive with caution.

Prescribed burns planned around Flagstaff (week of Jan. 27)

FLAGSTAFF — Area fire managers plan to continue work on local prescribed fire projects – including broadcast burning and pile burning – (week of Jan. 27) while northern Arizona’s wind and weather conditions remain favorable to do so.

Arizona State Department of Forestry and Fire Management and Coconino National Forest fire managers aspire to continue work on this week’s Crater Sinks prescribed burn project located roughly 12 miles southwest of Flagstaff.

Additionally, Coconino National Forest fire managers hope to begin work on pile burns located in various locations around the Flagstaff Ranger District.

City of Flagstaff announces excavation to begin for the Wedge Detention Basin Project

FLAGSTAFF — The City of Flagstaff and contractor, Eagle Mountain Construction, are set to begin excavation operations for The Wedge Detention Basin Project. These excavation operations will take place within the area of the construction yard, which will shrink as excavation continues. These excavation operations are the first part of detention basin construction, with the majority of construction taking place in the spring when temperatures are favorable. The Wedge Detention Basin is being constructed to hold excess stormwater run-off that would otherwise overwhelm the box culvert being installed along Linda Vista Drive. The basin is designed to fill with water, and then slowly release it back into the City’s stormwater management system when it is safe to do so.

Information gathered from the surveyscan help raise awareness about the challenges faced by people who are experiencing homeless in the community. The Point in Time or PIT Count is a HUD requirement for COC’s nationally. The count provides a snapshot of those experiencing homelessness at a single point in time. It is an opportunity to collect basic data that is used to measure homelessness on a national, state, and local level. This data is used for system and program planning and to measure progress in ending homelessness.

FLAGSTAFF — We are excited to share that the Light the World Giving Machines are back this year at Heritage Square! They will operate every day starting tomorrow, Dec 18th – Jan 1st. The local charities in the machines this year are Flagstaff Shelter Services, Flagstaff Boys and Girls Club, Flagstaff Family Food Center. The statewide charities are Gathering Humanity and Child Help. The Global charities are iDE and Days for Girls International.

This is the third year we have had the opportunity to bring the Giving Machines to Flagstaff, the last two years we have raised about $150,000 just in Flagstaff. Please know that 100% of the donations go directly to the charities, each charity picked their own needed items that will be showcased in the machines.

Local partners gearing up to Stuff the Bus to benefit Flagstaff Family Food Center

COCONINO COUNTY — The City of Flagstaff, Coconino County, and Mountain Line are once again partnering for a Stuff the Bus event on Sunday, November 17 to benefit the Flagstaff Family Food Center (FFFC).

This year’s event will be at the Safeway store located at 1201 S. Plaza Way in Flagstaff from 10 a.m. – 5 p.m. The public is invited to bring non-perishable food donations for a Thanksgiving meal, and FFFC staff and volunteers will be on-hand to accept monetary donations. Additionally, the partners set a goal to stuff the bus with 300 turkeys to help our neighbors in need.

Coconino County Deputy Manager Lucinda Andreani, a long-time member of the Summit Society of United Way of Northern Arizona (UWNA), embodies the spirit of giving and community involvement.

Born in California, she has been active in community affairs throughout her life, whether it was helping launch a local chapter of the National Organization for Women or participating in environmental cleanups.

Her journey with United Way began when she was working for the California utility company PG&E, which promoted workplace giving to their local United Ways and provided matching grants for donations. Lucinda was always in the top tier of donors.

Managing this fire to allow it to consume hazardous forest fuels such as pine needles, cones, and dead wood, which will help create a buffer in an area that is typically susceptible to the direction of catastrophic wildfires during traditional southwest winds. In the long run, the treatment this fire provides will help protect residents, the surrounding community, powerlines, and the airport.

Coconino National Forest to lift fire restrictions Friday

FLAGSTAFF — Due to increased precipitation received across the Coconino National Forest, fire restrictions will be lifted at 8 a.m. tomorrow, July 26, 2024.

While forest-wide restrictions have been lifted, several areas of the Coconino National Forest are subject to permanent year-round fire restrictions, which will remain in effect.

Additionally, forest visitors are asked to adhere to best practices while building a campfire. Where fires are permitted, use established fire rings, fire pans or mound fires, and keep fires small. Never leave a campfire unattended. Use at least 6 gallons of water and a shovel to completely extinguish a campfire. Before leaving a campsite, make sure all campfires are dead out, wet and cold to the touch.

FLAGSTAFF — The City of Flagstaff will lift current fire restrictions and return to Stage 0 fire restrictions on Friday, July 26 at 8 a.m.

Under Stage 0 fire restrictions,

Smoking and use of electronic cigarettes are prohibited in all public places within the City of Flagstaff, including City Parks, Open Spaces, and the Flagstaff Urban Trail System (FUTS) at all times.

Coconino County Downgrading to Stage 1 Fire Restrictions Friday Morning

COCONINO COUNTY — After consultation with partner agencies in the region, Coconino County Emergency Management (CCEM) and the County Manager’s Office will be downgrading the County’s fire restrictions to Stage 1 on Friday June 28, 2024 at 8 a.m.

During Stage 1 fire restrictions the following activities are prohibited at all times, unless exempted by the County’s Wildfire Defense Ordinance:

Igniting, building, maintaining, or using a fire, including fires fueled by combustible materials such as wood, charcoal, briquettes, and/or coal.
Smoking outdoors.
Use of explosive targets, tracer rounds, or incendiary ammunition.

City of Flagstaff moving back to Stage 1 Fire Restrictions on June 28

FLAGSTAFF —The City of Flagstaff will move back to Stage 1 Fire Restrictions at 8 a.m. on Friday, June 28, 2024.

Under Stage 1 Fire Restrictions,

Permits for open burning within the City will not be issued.
The sale or use of consumer-grade fireworks is prohibited.
The use of charcoal and wood-fired BBQs are prohibited in City parks and open spaces.
Use of fire pits and other open flame devices without an on/off switch are prohibited on Red Flag Warning days, as issued by the National Weather Service.

City of Flagstaff — Schultz Creek Drainage Improvements Project at US Hwy 180 experiences delays

FLAGSTAFF — The Schultz Creek Drainage Improvements Project at US HWY 180 has experienced delays from unforeseen developments in the relocation of existing utility lines. The project is now expected to be substantially complete by the last week of July. Road paving and landscaping will commence by mid-August.

The existing stormwater infrastructure at US Hwy 180 remains in place and will not be removed until the Drainage Improvements Project is complete. Flood risk to the area was significantly reduced in 2023 by the installation of detention basins upstream and the addition of a new 48-inch storm pipe near Fire Station No. 5. The current project will continue flood mitigation efforts by increasing the capacity of the culvert to accommodate a 100-year storm.

Large prescribed burn project next to Timberline community planned for this fall

FLAGSTAFF — Coconino National Forest fire managers will begin preparing this summer for the upcoming Timberline prescribed burn project adjacent to the Timberline community northeast of Flagstaff, which burn will be conducted at later dates between mid-October and mid-November.

Residents will begin to see dozers and personnel working in the forest around the prescribed burn area throughout the summer as they prepare the landscape for a safe and successful burn.

This 1,730-acre project is important as it will remove forest fuels in strategic areas, helping mitigate and protect the Timberline-Fernwood and surrounding communities from future extreme wildfires.

Coconino County Supervisors Survey $60 Million of Post-Wildfire Flood Mitigation Progress in Pipeline Fire Area

COCONINO COUNTY — The Coconino County Board of Supervisors recently toured the Pipeline Fire Flood Area to observe the progress of post-wildfire flood mitigation in the eight fire-impacted watersheds.

In the fifteen months since the receipt of federal funding, the Coconino County Flood Control District (District) has implemented over $60 million worth of mitigation, including over 240 acres of watershed restoration, over 250 erosion control structures, and nearly 5 miles of storm drain pipe and concrete channels.

“It’s monumental,” said District 4 Supervisor and Chair of the Board Judy Begay. “When I see the pace and scale of what has been accomplished to improve conditions for our people, I feel very proud of this team.”

City of Flagstaff to receive over $1M for water resource systems modeling and efficiency projects

The four grants awarded to the City by WIFA include $750K to accelerate the replacement of water meters with ultrasonic meters, $136K to improve the tracking of non-revenue water, $60K for the development of a watershed model for the Upper Lake Mary Watershed, and $80K for the development of a computer model that will integrate the City’s existing surface water and groundwater models.
