COCONINO COUNTY — The Coconino County Board of Supervisors is pleased to present former Deputy County Manager Kim Musselman with the County’s Medal of Merit, the highest honor given by the Board of Supervisors.

“The Board of Supervisors is honored to present Kim Musselman with the Medal of Merit,” Chair of the Board and District 1 Supervisor Patrice Horstman said. “This award is reserved for individuals whose contributions to the people of Coconino County are truly extraordinary. Kim’s legacy exemplifies this standard, and the County proudly celebrates her achievements and lasting impact.”

Musselman is best known for her service as Director of Health and Human Services, where she led a transformative restructuring that unified public health and social services into a single, integrated department. This vision strengthened county operations and enhanced services for the community.

During the COVID‑19 pandemic, Musselman was appointed Incident Commander for the County’s emergency response. She led the most complex medical crisis operation in Coconino County’s history, providing clear, steady leadership during a time of fear and uncertainty. Under her direction, the County established the first drive‑through testing site in Arizona, partnered with over 115 organizations and ensured timely access to testing and vaccines across 18,644 square miles.

Over her three-decade career at Coconino County, Musselman worked in the Sheriff’s Office, Juvenile Probation, Adult Probation, County Attorney’s Office, Public Fiduciary’s Office, County Manager’s Office and Health and Human Services. Her service continued as Deputy County Manager, where she oversaw Health and Human Services, Public Works, Facilities, Community Development and Parks and Recreation. Her creativity, collaborative approach and dedication strengthened county operations and reinforced the County’s ability to serve its residents.

She and her husband have retired from public service and are enjoying spending time with family in Colorado.
