Coconino County response to EMS service disruption in Fredonia

COCONINO COUNTY — Coconino County officials are taking swift action following the recent disruption of ground ambulance services in Fredonia and the surrounding communities in the County’s northwest and north-central regions.

The disruption occurred after the Arizona Department of Health Services (ADHS) determined that Kane County, Utah EMS units are not certified or legally authorized to operate within Arizona.

In response, Coconino County Supervisor Lena Fowler, who represents the affected district, convened an emergency community meeting on Thursday in partnership with Fredonia Mayor Don Johnson. The meeting brought together Fredonia residents, local leaders, Coconino County health and public safety officials to assess the situation and explore immediate and long-term solutions.

Following the meeting, state and county officials confirmed that ground ambulance services from Colorado City will be dispatched to Fredonia in emergencies. ADHS also clarified that Kane County EMS may respond to emergencies in Fredonia and the region when requested by law enforcement, such as in the case of major traffic accidents.

“I am encouraged by the candid and constructive discussions at the Fredonia community meeting,” said Supervisor Fowler. “This issue goes to the heart of public safety. Every minute matters in an emergency, and our residents deserve clear, reliable access to life-saving care. I appreciate ADHS clarifying Kane County EMS may assist when called upon by law enforcement; we need to continue to get clarification and to ensure there is a permanent solution to provide ground ambulance services for the region.”

Notably, air ambulance service has not been affected. Local first responders and emergency personnel have been briefed on the available alternatives.

“Coconino County has mobilized our health, public safety, and government affairs teams to work toward a long-term resolution,” said Supervisor Patrice Horstman, Chair of the Board of Supervisors. “We are committed to supporting efforts at the state level to license robust ground ambulance services and ensure uninterrupted access to emergency care. The County will continue advocating for any necessary statutory or administrative changes to make this possible.”

Coconino County remains fully engaged with state partners to find solutions for EMS coverage and uphold the health and safety of all its residents.
