COCONINO COUNTY — In accordance with State statute, Coconino County has published Truth in Taxation Notices that will appear in the Arizona Daily Sun on June 10 and June 17.
Each year, during the budget process, both primary and secondary property tax rates are proposed for the coming fiscal year.
To meet the needs of our communities, address emergencies, and provide basic services including public safety, emergency response, criminal justice, and County parks, the Coconino County Board of Supervisors is required to balance these crucial operations while maintaining our low primary and secondary property taxes, which are some of the lowest in the state.
Market value is not the same as the taxable value, the taxable value is generally lower. The taxable value may be found on the Assessor’s Annual Notice of Value and is called the Limited Property Value. Find the Annual Notice of Value for a specific property at www.coconino.az.gov/Assessor.
For example, a property valued at $732,000 on real estate site Zillow with a Full Cash Value (FCV) of $487,416 and a Limited Property Value (LPV) of $308,100, will have a County tax increase of roughly $23.00 in total for both primary and secondary property taxes in Fiscal Year 2026.
The following is an explanation of how primary and secondary rates are set.
Arizona law allows counties to increase primary property taxes by up to 2 percent each year. This is important as Coconino County often responds to emergencies that require more resources than it takes to provide basic services. This modest increase will be $0.95 per year, per $100,000 of assessed value.
It should be noted that even with this 2 percent increase in primary property tax, the primary property tax rate has decreased over the last two years in Coconino County.
Here is the breakdown:
FY24 Primary Property Tax Rate = $0.5009
FY25 Primary Property Tax Rate = $0.4944
FY26 Proposed Property Tax Rate = $0.4830
In addition to our primary property tax, Coconino County has voter-approved special districts that levy secondary property taxes to meet specific needs or to provide specific services to our residents.
Residents may see a slight increase in the Public Health Service District and Flood Control District, because of the increase in taxable values and maintaining the current tax rate. These two components account for an increase for these two Districts. Continuing the existing rate is needed to maintain current levels of service.
The Public Health Services District tax rate will remain at $0.25 per $100 of assessed value. An average property will see an increase in the Public Health Services taxes of $1.06 per year, per $100,000 of assessed value. The District provides clinic services, immunizations, epidemic response, medical examiner, environmental health inspections, vital records and animal welfare including spay and neuter services.
The Flood Control District minimizes the impact of floods on human safety, restores floodplains and watersheds, and supports forest restoration. The District tax rate will remain at $0.50 per $100 of assessed value. An average property will see an increase in the Flood Control District taxes of $2.42 per year, per $100,000 of assessed value.
The only special district the Board of Supervisors is proposing a modest rate increase to is the Library District. The District manages the library system in Coconino County and the City of Flagstaff with local libraries in Flagstaff, Forest Lakes, Tuba City, Fredonia, Grand Canyon, Supai, Page, Sedona, and Williams. In order to meet growing demands and needs for library services, the County is proposing an increase of $0.02 per year, per $100 assessed value. An average property will see an increase in the Library District taxes of $3.25 per year, per $100,000 of assessed value.
