Supervisor Lena Fowler attends bill signing of
House Bill 2318

This past week on April 22nd, Coconino County Supervisors Lena Fowler and Jim Parks attended the bill signing of House Bill 2318, signed by Arizona Governor Doug Ducey. The new law prohibits operating a motor vehicle while holding or supporting with any part of the person’s body a smartphone or other portable wireless device, or writing, sending or reading any text-based communication on a wireless device unless it is voice-based and/or hands-free.

Coconino County was one of the first jurisdictions in the State to pass a distracted driving ordinance and the Board has been a constant voice at the capitol advocating for a statewide law.

Last week, Supervisor Lena Fowler and County Manager Jimmy Jayne met with County staff in Page to receive updates from Health and Human Services, Juvenile and Adult Probation and Page Justice Court. Also on the schedule was a boat tour with the County Sheriff’s Office Boat Patrol. Thank you to the Northern Region Team Members for the amazing work you are doing!

Supervisor Lena Fowler hosts the 10th Annual First Responders of the Colorado Plateau Networking Meeting & Cook-out 
On April 18, Glen Canyon National Recreation Area and Coconino County Supervisor Lena Fowler  hosted the 10th Annual First Responders of the Colorado Plateau Networking Meeting and Cook-out. This year’s event celebrated Public Safety Telecommunicators and their contribution to public safety. In addition, U.S. Magistrate Judge Camille Bibles provided a special presentation on self-care called “And Then There’s You.”

This event was first established by the late Brent McGinn Chief Ranger of Glen Canyon NRA and Supervisor Lena Fowler to provide an opportunity for First Responders to network with other agencies to learn more about each others works and accomplishments and to discuss future collaboration for the benefit of our communities.

Flagstaff Justice and City Courts held court hearings in Tuba City 
On April 18, Coconino County Supervisor Lena Fowler hosted court hearings at the Tuba City Judicial District where individuals with open cases with Flagstaff Justice Court and Flagstaff Municipal Courts appeared before the court to resolve their cases.

During Friday’s court sessions, individuals with open criminal and/or traffic cases in Flagstaff Justice Court or Flagstaff Municipal Court including cases with outstanding warrants, appeared before the judge for an initial appearance. Overall, 30 people were seen in court that had their cases seen by Justice Court Judge Howard Grodman and/or Municipal Court Judge Thomas Chotena.

NOTICE FOR APPLICANTS TO THE COMMISSION ON TRIAL COURT APPOINTMENTS

The Commission on Trial Court Appointment Nominating Committee for Coconino County Supervisorial District 5, Supervisor Lena Fowler, is seeking non-attorney applicants for the Trial Court Commission.  Applicants are sought for two (2) non-attorney positions.

In accordance with the Arizona Constitution, Article VI, Section 41, requirements for non-attorney members are:

  • Applicant must have resided in the State for at least five years
  • Applicant must have resided in the supervisorial district from which appointed for at least one year before being nominated (To determine your current Supervisorial District, call (928) 679-7860 or visit the Elections Website at: https://voter.azsos.gov/VoterView/RegistrantSearch.do
  • The applicant cannot be a judge, a retired judge or an attorney admitted to practice law in Arizona.
  • The applicant cannot hold any governmental office, elective or appointive, for profit (i.e. salary, commission, etc.) (An appointee can be a governmental employee.)

Applications along with the Committee’s recommendation for appointment will be forwarded to the Governor who shall make appointments subject to confirmation of the Arizona Senate.

Governing Board Seats open in District 5
Coconino County Superintendent of Schools Dr. Risha VanderWey is seeking applicants for appointment to five school districts.
  • One seat is vacant in the Coconino Association for Vocations, Industry, and Technology (CAVIAT) Education District in Fredonia,
  • One seat is vacant in the Fredonia-Moccasin Unified School District, and
  • One seat is vacant in the Coconino Community College District #5

Applicants must be Arizona registered voters and residents of the school district for at least one year prior to the date of appointment. Applicants or their spouses cannot be an employee of the district.

An advisory committee may be assembled consisting of district residents and a current board member to conduct interviews and assist Superintendent VanderWey in the appointment process.

At the Board meeting this past week:
On April 23, the Board held work sessions on the Comprehensive Plan, the Sheep Hill Conceptual Master Plan and on a pre-fire year update.

The Board of Supervisors will not hold a regular meeting this week as they start the County Budget Hearings, which will be from April 29 – May 7.
Board Proclaims May as Community Action Month
Community Action programs across Arizona connect thousands of children, families, adults and seniors to innovative, responsive programs and services. They help families and individuals out of poverty toward economic self-sufficiency, transforming their lives and making our communities stronger. Community Services is the designated Community Action Agency for Coconino County. The Board of Supervisors approved a proclamation on April 16 declaring May as National Community Action Month in recognition of the hard work and dedication of Community Services in our community!

Kaibab National Forest to offer firewood permits starting May 1
Williams, Ariz., April 24, 2019—For Immediate Release. The Kaibab National Forest will offer firewood cutting permits for the 2019 season beginning May 1 for all districts. Permit holders may cut wood starting that day and continuing throughout the firewood season, which ends Nov. 30 on the North Kaibab Ranger District and Dec. 31 on the Tusayan and Williams Ranger Districts.

Firewood cutting permits can be obtained at the following locations and during the specified hours Monday through Friday, excluding federal holidays:

  • Williams Ranger District, 742 S. Clover Road, Williams; 8 a.m. to 4 p.m.; (928) 635-5600
  • Tusayan Ranger District, 176 Lincoln Log Loop, Tusayan; 8 a.m. to 4 p.m.; (928) 638-2443
  • North Kaibab Ranger District, 430 S. Main St., Fredonia; 8 a.m. to 4 p.m.; (928) 643-7395
In 2018, the Kaibab National Forest launched a pilot program that increased the amount of wood available to each person for purchase while reducing the cost per cord by crediting firewood cutting for the contribution it provides to forest restoration goals. Due to the program’s success, these benefits will continue through the 2019 season.

Each person, with proper identification, may obtain permits for up to 30 cords per season of combined paid-use and free-use firewood on the Tusayan and Williams Ranger Districts, and 20 cords of paid-use firewood on the North Kaibab Ranger District. Paid-use firewood permit holders may purchase up to two 10-cord permits at a rate of $2 per cord. Free-use firewood permit holders may obtain one 10-cord permit to collect wood in designated areas on the Tusayan and Williams Ranger Districts.

“We wanted to recognize the valuable ecosystem service that firewood cutters provide in improving forest health by removing dead and down as well as small-diameter trees,” said Heather Provencio, forest supervisor for the Kaibab National Forest. “When we work with firewood cutters as our partners in forest restoration, we can more quickly move toward improved forest conditions and the shared goal of land stewardship.”

All firewood permits issued by the Kaibab National Forest will include a map and detailed cutting regulations as well as load tags, which must be physically attached to each ¼ cord of firewood and visible from the rear of the vehicle. The goal of this load tagging system is to ensure accountability for the amount of wood removed from the forest and to inform planning for future firewood cutting areas to meet public need and forest restoration objectives.

To continue fostering the partnership with firewood cutters this season, the Kaibab National Forest is taking additional steps to improve the program for customers. Permit holders will receive a detailed guide that highlights the ecological impacts that collecting firewood can have on forest resources and describes best practices that will ensure the sustainability of these resources across the landscape and over time.

“Our goal is to equip our firewood cutters with the information they need to help protect the forest’s valuable resources while also meeting their personal needs for home heating, cooking and other important purposes,” said Samantha Flores, supervisory forester for the Tusayan and Williams Ranger Districts. “By sharing best practices and working together, every permit holder can become a steward of the land and a partner in meeting our forest restoration objectives.”

In addition to providing customers with information about forest resources and their role in protecting them, the Kaibab National Forest will also be seeking public feedback and suggestions for program improvements throughout the year. Those obtaining permits are encouraged to offer their comments, concerns and ideas.

The removal of firewood is permitted only from National Forest lands on the specific district for which the permit is issued. Firewood cutters are reminded to take note of property boundaries and cut only on National Forest lands.
