On Friday, May 2, the Flagstaff City Council, Coconino County Board of Supervisors, and the Planning and Zoning Commissions for the City and County met at City Hall to discuss important components of the Regional Plan: the priorities and goals, the Future Growth Illustration, land use categories, trail maps, and sense of place.

Regional Plan Adoption Timeline
What’s next for the Regional Plan? In the past weeks, the Regional Plan team has adjusted the timeline for plan adoption. The steps for adoption are:
Step 1: The May 2 Joint Retreat/Citizen Review Session – Done!
Step 2: The public hearing draft of the plan is scheduled to be released in August 2025 prior to the City Planning and Zoning Commission hearings.
Step 3: The City Planning and Zoning Commission will hold a second Citizen’s Review Session on August 27, 2025 and two public hearings at different locations on September 10 and September 24, 2025. The Commission will make recommendations to the elected officials.
Step 4: City Council will hold a public hearing on adopting the Regional Plan at a special meeting on October 9, 2025. When adopting the plan, the Council will call a special election for May 2026. City voters will then be given an opportunity to ratify the Regional Plan as scheduled by the Council.
Step 5: The County Planning and Zoning Commission and the Board of Supervisors will hold public hearings and vote to approve the Regional Plan as an amendment to the County Comprehensive Plan by resolution.
Step 6: The City will conduct a mail only special election expected for May 2026 to ratify the plan.
Dates are subject to change, and we will keep you updated with this newsletter and on the Regional Plan website if changes are made.

Contributors to the Regional Plan may be interested in another City planning process that is getting underway – the John Wesley Powell (JWP) Area Specific Plan!
Drop by the open house next week to learn more about the plan and provide feedback on focus areas, including trails and open space, transportation networks, wildlife corridors, community character, and the Rio de Flag.
