F3’s VOTER GUIDE to Flagstaff Propositions:
November 2023 Special Election
Flagstaff’s Special Election is November 7, 2023. This is a Ballot-by-Mail Election and there will be no polling places on Election Day. All registered voters in the City of Flagstaff will automatically receive a ballot in the mail approximately three weeks prior to election day. You are able to check your voting status here.

F3 has thoroughly reviewed the 20 propositions that will be on the ballot and we have created a Voter Guide to this year’s election. The summary of the Voter Guide is available in graphic form below. A description of the propositions, accompanied by F3’s reasoning for our voting recommendations, are provided on our website.

Nineteen of the propositions on the ballot are proposed amendments to the City of Flagstaff Charter. The City Charter is the basic law of a city as established by a majority of voters. The Charter defines the powers and functions of the city and serves as the foundation of government for the city.

The last proposition on the ballot, Prop. 480, is the result of a citizen’s referendum to overturn the June 6, 2023 decision of City Council to rezone 98.39 acres of property from Rural Residential and Estate Residential to Highway Commercial and Public Facilities as requested by Northern Arizona Healthcare. This property is located just north of Fort Tuthill County Park on the southern edge of the city limits.

Flagstaff voters are encouraged to review the Information Pamphlet produced by the City of Flagstaff. This is available for download online as a PDF.

This is an important election. F3 urges you to take the time to complete your ballot and return it by mail by October 31 or drop it off at one of the Ballot Drop Box locations by November 7th!

November 7: Ballots Must Be Received by 7:00 pm

Remembering Norm Wallen
Norm Wallen was an active, intellectually driven proponent of slow, managed growth. He argued consistently against reactive growth and growth for growth’s sake. His stance was supported by the tools of his professional career as a leader in educational research design and statistics. Using logic, wit, and little sarcasm, he gained respect, if not agreement with those of a different opinion. Norm died this August.

Norm was part of the community’s formative discussions on growth that evolved into the establishment of F3 in 1995. He remained an active F3 member sharing his provoking thoughts without hesitation. In less than four years of his retirement move to Flagstaff with his wife Lena, he ran and was elected to the 1996-2000 City Council. Choosing not to run for a second term, Norm was frustrated by the continuing amendments weakening the Land Development Code. He felt he could do more as a private citizen and continue to shine light on issues relating to growth-without-foresight.-Nat White
