Municipal Identification Card Overview
Hopes: Create an identification card that would allow the holder to utilize public amenities from City Divisions such as Municipal Services, Parks and Recreation and the Library.
Concerns: Fears of record requests being used by the Department of Homeland Security to deport undocumented residents.
F3’s position: We are especially interested in more people having access to the Public Library. Right now, many other services are available without ID, but the library is not. Access to ID could be impeded due to immigration status or for members of the Indigenous community born on the reservation in certain circumstances. We would like to see the city continuing to watch progress in Phoenix. If progress cannot be made on IDs, then Library policy regarding ID might need re-examination.

Overview of Prop 207
This state proposition is one of the most important factor in our ability to change city zoning.
F3 encourages city council to focus on creating a zoning code that works for private citizens and considers both city financing and public safety. Citizens concerned about “down zoning” have rights within this law if zoning of their property is changed. Therefore, F3 strongly believes we cannot allow Prop 207 to prevent the city from making important zoning amendments.

Intergovernmental Priorities
Current:
1) Invest in our employees and implement retention and attraction strategies.
2) Ensure Flagstaff has a long-term water supply for current and future needs.
3) Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all population areas and demographics.
4) Explore and adopt policies to lower the costs associated with housing to the end user.
5) Develop and implement guiding principles that address public safety service levels through appropriate staffing levels.
6) Relieve traffic congestion throughout Flagstaff.
7) Address key issues and processes related to the implementation of the Regional Plan.
8) Improve effectiveness of notification, communication, and engagement with residents, neighborhoods and businesses and about City services, programs, policies, projects and developments.
9) Foster relationships and maintain economic development commitment to partners.
10) Decrease the number of working poor.
11) Ensure that we are as prepared as possible for extreme weather events.
Proposed Additions:
Oppose the transportation of Uranium and appeal to the United Stated Department of Transportation to change its policies for how vehicles transport Hazardous Materials;
Urge the federal government to pass carbon fee and dividend legislation in support of climate change legislation.
F3 Supports the inclusion of both of these new policies into the Intergovernmental Priorities
