Last Friday, the Centers for Disease Control and Prevention (CDC) joined the U.S. Food and Drug Administration (FDA) in authorizing a single booster dose of the Moderna and Pfizer mRNA vaccines for all adults 18 years and older.
This recent action allows individuals 18 years and older, who have completed their initial COVID-19 vaccine series to receive a booster shot at least six months after completing their initial vaccine series.
The CDC had previously approved booster doses of the Johnson & Johnson vaccine for all adults 18 years and older at least two months after their initial dose.
Coconino County participated in a meeting yesterday convened by U.S. Senator Kyrsten Sinema with support from Senator Kelly and Congressman Tom O’Halleran regarding the future of the Four Forest Restoration Initiative (4FRI).
With the cancellation of the Phase 2 of the 4FRI process by the Forest Service about two months ago, the Senator invited the Chief of the U.S. Forest Service Randy Moore to address the future of the Four Forest Restoration Initiative (4FRI) and other forest restoration projects impacting Coconino County. The County Board of Supervisors have identified wildfires and post-wildfire flooding as the greatest public safety threats in the County.

On Tuesday evening, November 2, 2021, the Centers for Disease Control and Prevention (CDC) joined the U.S. Food and Drug Administration (FDA) in approval of the Pfizer (Comirnaty) vaccine for children ages 5 – 11 years old, at a lower dosage.
“Although COVID-19 may impact children less severely than adults, it is a serious illness and can lead to significant long-term effects on people of all ages,” said Coconino County Health and Human Services (CCHHS) Director Kim Musselman. “The approval of vaccinations for this younger age group is a critical step toward ending the pandemic.”

The Centers for Disease Control and Prevention (CDC) on Sept. 23 approved a single booster dose of the Pfizer-BioNTech COVID-19 Vaccine (Comirnaty) in certain populations who received the first two doses of Pfizer vaccine.
The Pfizer vaccine booster dose is approved to be administered at least six months after completion of the primary series of Pfizer (Comirnaty) vaccine in:
persons age 65+ and long-term care facility residents;
persons aged 50-64 years with underlying medical conditions;
persons based on individual benefit and risk who are aged 18-49 years with underlying medical conditions.
The Federal Major Disaster Declaration announced (Sept 14) by the Biden Administration applies to Coconino, Navajo, and Apache counties related to emergency events from July 22-24.
This declaration is a mechanism for the state to recover funds from the federal government for their response efforts. It will have an indirect impact on Coconino County and the City of Flagstaff with a potential for some funding to address flood impacts only to public infrastructure that occurred within this timeframe.
Coconino County announced this week that updated, digital flood hazard maps for the Coconino County, Yavapai County, and City of Sedona sections of Oak Creek are available for public review and comment.
These maps, known as Flood Insurance Rate Maps (FIRMs), show the extent to which areas recently re-mapped in Oak Creek and its tributaries are at risk for flooding. This covers the area from Sterling Canyon in Coconino County, through the City of Sedona down to Cornville. Used to help determine flood insurance and building requirements, the new flood maps replace maps that were based on studies more than 30 years old.

The Coconino County Flood Control District (FCD) and the City of Flagstaff hosted a one-and-a-half-day Engineering Summit in the continued effort to identify long-term flood mitigation for the Museum Flood Area.
Representatives participated from the US Forest Service, Army Corps of Engineers, Flagstaff Unified School District, Arizona Department of Water Resources, the Federal Emergency Management Agency (FEMA), Arizona Geological Survey, Arizona Department of Transportation, and ten civil engineers from six private engineering consulting firms, as well as staff from both the County Flood Control District and City of Flagstaff.
Last night, staff members from the Coconino County Flood Control District and the City of Flagstaff presented to the Board of Supervisors and the City Council in a joint work session on the Museum Flood Area.
The meeting provided an historic look at the mitigation efforts taken during and immediately after the Museum Fire, as well as additional mitigation measures since that time. The City and County Flood Control District deployed sandbags and barriers to the neighborhood, and warned of the high-risk for flooding. J.E. Fuller Hydrology, the leading experts in post-wildfire hydrology, were immediately engaged to conduct a flood hazard analysis. The analysis results were used by the Flood Control District to develop and implement the flood mitigation plan. The analysis showed severe flooding would impact 400 homes and 35 businesses.

The Centers for Disease Control and Prevention (CDC) recommends that certain immunocompromised individuals who have already received an initial two doses of mRNA COVID-19 vaccine (Pfizer-BioNTech or Moderna) receive an additional dose.
Emerging evidence shows some people who are moderately to severely immunocompromised experienced a reduced immune response to the initial COVID-19 vaccine series. The administration of an additional mRNA COVID-19 VACCINE aims to prevent serious and possibly life-threatening COVID-19 within this population.
On August 5, 2021, the Chief Justice of the Arizona Supreme Court issued Administrative Order No. 2021 – 128 ordering the administrative control and oversight of the day-to-day operations of the Page Justice Court to be assumed by the Honorable Dan Slayton, Presiding Judge of the Arizona Superior Court in Coconino County. Judge Slayton is responsible for assigning judicial officers and administrative resources as needed to conduct court business without interruption.
The Administrative Office of the Courts was made aware of several allegations of irregularities in the Judicial operations of the Page Justice Court prompting this action.
Based on current data and updated guidance from the Centers for Disease Control and Prevention (CDC), Coconino County Health and Human Services (CCHHS) recommends residents wear masks in indoor public places.
In line with this recommendation, Coconino County will reinstate mask requirements in all county buildings effective Wednesday, August 4, at 8 a.m.
On July 27th, the CDC updated its COVID-19 guidance for fully vaccinated people, recommending everyone wear a mask in indoor public settings in geographic areas with substantial and high transmission, regardless of vaccination status. Coconino County COVID-19 case numbers have followed an upward trajectory over the past several weeks and the county is currently in “high” COVID-19 transmission.
During a special session of the Coconino County Flood Control District, the Board authorized the acceptance of financial assistance in the amount of $606,328 from the Department of Agriculture, Natural Resources Conservation Service (NRCS).
The grant will be funded by NRCS at 75% and by the Flood Control District at 25%. The funds will be expended on an emergency watershed protection project for implementation of emergency measures.

Below is a summary of today’s activities by the Coconino County Flood Control District and City of Flagstaff related to the Museum Flood Area.
– Storm Activity: The National Weather Service is forecasting increased thunderstorm activity through Thursday with particularly increased chance of significant rainfall between Tuesday and Thursday this week. Although major thunderstorms were expected today, the thunderstorm cells missed the burn scar.
– Sandbags: Residents are reminded NOT to remove sandbags from existing flood mitigation efforts. Removing sandbags from barriers and the other mitigation measures places your home and others at greater risk for flooding.
Flagstaff Mayor Paul Deasy and Coconino County Chair of the Board of Supervisors Matt Ryan have declared States of Emergency on behalf of the city of Flagstaff and Coconino County due to the impacts of monsoonal flooding to the Museum Flood Area and other parts of Flagstaff, which started July 13, 2021. Declaring a State of Emergency allows the city and county to expend emergency funds from all available sources and request assistance from the State of Arizona.
Coconino County will lift all fire restrictions on private lands in the unincorporated areas of the County in coordination with similar actions by the Coconino and Kaibab National Forests, as well as other agencies in the area.
The lifting of the fire restrictions is effective July 16, 2021 at 6:00 a.m. This action to lift fire restrictions ends the County’s campfire ban and Stage 2 fire restrictions enacted earlier this summer.

The National Weather Service (NWS) is predicting a moderate threat of flooding over the next several days from monsoon storms, including scattered thunderstorms and rain showers in Flagstaff with the greatest threat on Tuesday. These storms may impact the Museum burn scar and cause flooding to downstream neighborhoods.
As of 6:00 a.m. today, July 6, Coconino County has moved back to Stage 2 Fire Restrictions in coordination with the Coconino and Kaibab National Forests.
This decision was made due to the cooler temperatures and recent rainfall which has reduced the risk of wildfire.
Even with the rain and lower temperatures, Coconino County remains in a drought and therefore fire danger remains. The following restrictions apply on County public lands, as well as private lands in the unincorporated areas of the County:

The Coconino County Board of Supervisors adopted the County’s $276 million Fiscal Year (FY) 2022 budget during its public meeting on June 24.
The FY 22 budget includes approximately $28 million from the American Rescue Plan Act (ARPA) specifically for Coconino County, and accounts for potential additional funding through the American Jobs Plan Act.
Coconino County has opened the Willard Springs Transfer Station for free green waste-only disposal between 9 a.m. – 5 p.m. through Sunday, June 27 to support residents’ efforts to remove pine needles, branches, leaves, brush, and other green waste from their properties and create defensible spaces due to high wildfire activity. The station will still not be accepting household trash or bulk waste.
Smoke from the Rafael and Snake Fires continue to affect several communities in the southern part of Coconino County including areas south of 1-40 and west of I-17.
Anyone who can see, taste, or smell smoke should curtail outdoor activity. People with heart disease, lung disease, or asthma should avoid the outdoors entirely, as should children and the elderly.

The Rafael Fire was discovered on June 18, 2021, the result of passing predominantly dry thunderstorms and has continued to increase due to low humidity and wind. All areas south of 1-40, west of I-17, including University Heights, Kachina Village, Forest Highlands, Pine Dell, Woody Mountain Road, as well as South Garland Prairie, Pine Aire Estates and residents in between are now in SET status (pre-evacuation).
Coconino County has announced that Susan Brown has been promoted to Deputy County Manager.
Brown has over 25 years of experience working in state and local government. She joined Coconino County in 1998 in the Facilities Management Department as Property Manager during the County’s capital facilities construction program from 1996-2004. Her role evolved into strategic planning for the organization, and in 2009, Susan stepped into the role of Facilities Management Director, where she has served for the last 12 years.
Highway 180 has reopened following a week-long closure caused by the Slate Fire, which is located 23 miles northwest of Flagstaff and is now at 11,012 acres and at 16 percent containment.
While Highway 180 has reopened, motorists are asked to reduce their speeds and keep an eye out for crews still working in the area. Additional portions of the Coconino National Forest are closed to the public for safety reasons.

The Slate Fire, located 23 miles northwest of Flagstaff along both the east and west sides of Highway 180, is now at 6,248 acres and 17 percent containment.
Windy and active wildfire conditions, along with burnout operations, are the main factors in the growth of the fire, which is still moving in a northeastern direction.
Crews plan to spend Friday conducting firing operations on the west side of Slate Mountain to bring the fire out to control lines. The firing operations are expected to last 24 to 48 hours, and will allow crews to hold control lines on the west side of Slate Mountain and then shift remaining resources to the east side of the fire. Crews also plan to utilize natural fuel breaks and allow the fire to burn thicker fuels.
The Coconino County Board of Supervisors tentatively adopted the County’s $276 million Fiscal Year (FY) 2022 budget during its public meeting on June 8. The FY 22 budget includes approximately $28 million from the American Rescue Plan Act (ARPA) specifically for Coconino County, which passed Congress in March. The Treasury Department released preliminary guidelines for eligible uses of the ARPA funds on May 11, 2021. Coconino County will utilize all ARPA funds in alignment with these requirements.
“This budget is incredibly unique. It includes the largest one-time payment from the federal government that Coconino County has ever seen, which also means our process is unique,” commented Chairman of the Board Matt Ryan. “While the Board of Supervisors has held the standard budget hearings, we also heard from departments about additional needs that could be potentially met by the American Rescue Plan Act funding. The final guidance, however, has not been released in-time for us to consider it during the hearings. It is anticipated that the final guidance will be released in late July, therefore specific expenditures will be aligned after receiving this. The Board will undertake a process at that time to consider what can be potentially funded with ARPA funds.”
Stage 2 fire restrictions will begin at 8 a.m., Friday, June 11 across Coconino County. Fire restrictions are to help protect public health by reducing the number of human-caused wildfires.
The County has been in Stage 1 fire restrictions since May 14. The County is enacting Stage 2 restrictions due to forecasted weather and very high fire danger. Restrictions are in coordination with Coconino and Kaibab National Forests and other agencies in the area.
The Coconino National Forest is still working to contain the Slate Fire, which is located along Highway 180 and has grown to 2,000 acres.
The fire originated on June 7 approximately 23 miles northwest of Flagstaff on the west side of U.S. Highway 180, adjacent to the Kaibab National Forest. It is currently moving in a northeast direction.
Portions of Highway 180 — from Cedar Ranch to Kendrick Park — will remain closed for the foreseeable future while crews work to contain the fire.
With guidance from Coconino County Health and Human Services (CCHHS) and consideration of the latest recommendations from the Centers for Disease Control and Prevention (CDC) on outdoor activities and large events, Coconino County Parks & Recreation will produce the 72nd annual Coconino County Fair as an in-person event this Labor Day weekend, September 3 – September 6, 2021. Last year’s Fair was modified to an all-virtual event due to the COVID-19 pandemic.

The rescission of the Proclamation results in masks no longer being required in indoor and outdoor settings in Coconino County. Private businesses still have the ability to require masks. Masks continue to be recommended for unvaccinated individuals in indoor settings. Although no longer required, Coconino County supports an individual’s decision to mask when already vaccinated based upon their own comfort level and preference.
The Coconino County Sustainable Building Program in partnership with Northern Arizona Association of Realtors will be providing a free virtual training on Tuesday, May 18 from noon to 1:30 p.m. on the Green Multiple Listing Service (MLS).
Coconino County will move to Stage One fire restrictions in the unincorporated areas of the County, including on private lands, in coordination with similar actions by the Coconino and Kaibab National Forests and other agencies in the area. The National Weather Service (NWS) predicts breezy and dry conditions, necessitating the restrictions, and the decision was made in consultation with Federal, State, Tribal, and local Fire District officials to reduce the threat of wildfire. Stage One fire restrictions include a ban on fires including campfires, charcoal, coal and wood stoves, as well as a ban on fireworks.
The state-run Northern Region COVID-19 Vaccination Site will open to anyone 12 years of age and over on Thursday, May 13, subject to guidance from the Centers for Disease Control and Prevention (CDC).
The site currently administers the Pfizer COVID-19 vaccine to individuals ages 16 and over. The Food and Drug Administration (FDA) authorized the Pfizer vaccine for ages 12 -15 on Monday. The Advisory Committee on Immunization Practices (ACIP) and CDC are expected to follow suit on Wednesday with a recommendation to vaccinate those 12 and older. The recommendation applies only to the Pfizer vaccine. The Moderna and Johnson & Johnson vaccines are authorized for those 18 and older.

The state Northern Region COVID-19 Vaccination Site, a partnership with Arizona Department of Health Services (ADHS), Coconino County, Northern Arizona University (NAU) and Northern Arizona Healthcare, will open in Flagstaff on Monday, April 19, administering the Pfizer vaccine to anyone 16 and older.
The vaccination site will be located at NAU’s University Union Fieldhouse, 1050 Knoles Drive and will serve the Flagstaff and northern Arizona communities. The indoor vaccination site will operate daily from 7 a.m. to 7 p.m. Initially, the site will offer approximately 1,000 appointments per day, with capacity to administer more than 4,000 doses daily.

Coconino County health officials announced (on April 13), in accordance with the Centers for Disease Control and Prevention (CDC), U.S. Food & Drug Administration (FDA), and Arizona Department of Health Services (ADHS) recommendation, the County is pausing use of Johnson & Johnson COVID-19 vaccine. The recommendation is based on six reported U.S. cases, out of 6.8 million doses administered nationally, of a rare and severe type of blood clot in individuals after receiving Johnson & Johnson vaccine.
In line with the current guidance, Northern Arizona Healthcare (NAH) has cancelled this week’s Johnson and Johnson COVID-19 Vaccine Clinic located at the Elks Lodge in Flagstaff. Those with appointments at the NAH vaccination site for Johnson & Johnson, are encouraged to seek vaccination at other County vaccination sites where the Moderna vaccine is being administered. Step up for Youth and Families/Individuals During COVID Relief and Recovery
United Way of Northern Arizona (UWNA), in partnership with Coconino County is pleased to announce the opening of the 2021-2023 grant application cycle on April 1, 2021. Grants will be due on April 15, 2021 at 11:59 p.m. This is a two-year application cycle (based on availability of funds).
Any verifiable social services non-profit (501c3) organization in good standing with the IRS, and that meets the eligibility requirements set forth by UWNA is invited to attend a virtual required training session.
Coconino County continues to be a leader among all Arizona counties in vaccine administration, with nearly 39% of the population receiving at least one vaccine dose to date.
To maintain this status as a leader and to keep the residents of Coconino County safe, all eligible individuals are encouraged to receive the vaccine as soon as possible. Coconino County residents ages 18 and older are eligible to receive the COVID-19 vaccine, and appointments remain available throughout the county, including at Fort Tuthill County Park in Flagstaff.
Coconino County will celebrate National County Government Month (NCGM) during the month of April to showcase how the County achieves healthy, safe, and vibrant communities.
The theme for this year’s celebration of NCGM is “Counties Matter,” demonstrating how counties help to improve people’s lives every day, especially for local government workers on the frontlines of the coronavirus pandemic.
