Arizona Board of Regents welcomes Steve Peru and Dr. Michele Halyard to the board

PHOENIX — Arizona Gov. Katie Hobbs announced (on March 39) that Steve Peru and Dr. Michele Halyard have been appointed to the Arizona Board of Regents.

“On behalf of the Arizona Board of Regents, we appreciate Gov. Hobbs’ selection of two highly respected leaders in Dr. Halyard and Mr. Peru,” said ABOR Chair Doug Goodyear. “Their complementary backgrounds will add important perspective to the board’s ongoing work for Arizona’s students and public universities.”

Steve Peru brings more than three decades of experience in Arizona local government, education and nonprofit leadership. He served Coconino County in progressively senior roles, including community resources coordinator, elections director, deputy county manager and county manager.

As county manager, he served as the chief administrative officer for Coconino County, supporting a workforce of more than 1,200 professional, technical and administrative staff while leading county operations through major public health, emergency response and organizational challenges. Most recently, he served as special assistant to the county manager for strategic projects and partnerships.

FLAGSTAFF — April 15, 2025 marks Steven Bonilla Peru Day! The Coconino County Board of Supervisors on Aug. 12 proclaimed this day in honor of former County Manager Steve Peru. Over 35 years at the County, he served twice as the County Manager and held a variety of leadership roles including Finance Director, Elections Director, Clerk of the Board and Deputy County Manager.

Peru was also awarded the inaugural Medal of Merit, an award recognizing outstanding and meritorious contributions to the people of Coconino County.

Steve Peru became Coconino County Manager for a second time in 2021. He was originally hired by the County after graduating from Northern Arizona University in 1979 and had a storied 32-year career that culminated in becoming County Manager in 2006. He retired in 2011 and went on to positions at W.L. Gore & Associates, United Way of Northern Arizona and Coconino Community College before returning to County Government in 2021. Coconino County Board of Supervisors Appoint Steve Peru as County Manager

The Coconino County Board of Supervisors voted unanimously Tuesday to appoint Steve Peru as its next County Manager, with his service to begin on April 5.

The Board interviewed Peru on Tuesday for the role. Peru also interviewed with the County Elected Officials and Department heads. In making the appointment, Supervisors cited Peru’s experience at the County and in the private sector and other community agencies. This experience is part of “an alignment of opportunity” for the County to fill its need for consistent and capable leadership in the coming months as the COVID-19 pandemic continues and for the financial challenges the County faces due to the pandemic. Additionally, Peru knows the County well as a former County Manager with an eye toward the culture of the organization.

Coconino County Board Changes Course on County Manager Recruitment, Prepared to Name Steve Peru as Manager

The Coconino County Board of Supervisors on Feb. 25 changed course on the County Manager Recruitment process opting to interview Steve Peru, an experienced, local candidate for the position.

Peru is the former Coconino County Manager and Clerk of the Board and current Chief External Affairs Officer of the Coconino Community College and President of the Coconino Community College Foundation. The Board will interview Peru on Tuesday, March 2.

The Board of Supervisors expressed the need for continuity of leadership and experience in Coconino County issues during the COVID-19 pandemic as primary driver for the change of direction in the County Manager recruitment.
