City of Flagstaff announces public art opportunity at Buffalo Park

FLAGSTAFF — The City of Flagstaff invites artists and artist teams to submit Statements of Qualifications to design and execute a large-scale mural on a water tank at Buffalo Park, located at 2400 N. Gemini Road. The application deadline is Feb. 17, 2026, at 5 p.m. Mountain Time.

The highly visible project envisions an artwork that will become a defining visual landmark for Buffalo Park and the surrounding area. The mural could reflect Flagstaff, Northern Arizona, the current activity and/or history of the park, or the communities that utilize this natural and recreational resource among other ideas.

“From stargazing, picnicking and hiking to high-altitude endurance training, Buffalo Park is a treasured destination valued for its wide range of recreational offerings,” said Jana Weldon, Beautification, Arts & Sciences Program Manager. “The park is a gathering place for our community and a welcoming gateway for visitors, drawing thousands of residents and tourists each year. We are excited to commission an artwork to be experienced and appreciated by all who visit the park to enjoy its trails, stunning views and wildlife.”

Interested artists and artist teams must submit Statements of Qualifications demonstrating their applicable competence, qualifications, and relevant experience with public art, specifically with large-scale murals. The City will convene a selection panel, comprised of community members and representatives from the City’s Beautification & Public Art Commission, to review submissions and select up to five finalists.

Finalists will be invited to a site visit and to research the area’s physical and cultural features, including local ecology, geology, meteorology, Indigenous and municipal history and the distinctive experiences offered by this remarkable site. Artists will then be invited to submit mural proposals. Upon proposal submission, each will receive an honorarium of $5,000.

The selection panel will recommend a winning design, and the selected artist will enter into a final contract with the City. The total budget for this project is up to $300,000 for fabrication and installation. The completed artwork must be fabricated and installed within budget and meet key durability standards, including resistance to environmental elements, minimal maintenance requirements and graffiti deterrence. To inform the creative process and ensure the artwork reflects community values, the City launched a public survey last fall to learn what Buffalo Park means to residents and what themes and ideas might be represented in this monumental mural. Dozens of responses were received and will be shared with finalizes to inform their proposals.
