City Council Votes to Adopt the Regional Plan
Flagstaff City Council Special Meeting – October 9, 2025
On Thursday, October 9, the Flagstaff City Council voted to adopt the Flagstaff Regional Land Use Plan 2045 with a list of Conditions of Approval and an Errata document.

The Conditions of Approval and Errata direct staff to make several edits to the plan. City Council discussed and modified the recommendations by the Planning & Zoning Commission, which first reviewed and refined these lists. Click the links below to access these documents.

Conditions of Approval with Council Modifications
Council voted to modify the conditions by removing three conditions (#11, #47, and #64) and adding two conditions that the Planning & Zoning Commission had previously discussed (#80 and #99).
Errata, as approved by Council
The approved Errata included the list of corrections reviewed by the Planning & Zoning Commission with an additional five edits in Chapter 9 and two edits in Chapter 2, which were identified after P&Z approval.
Over 120 community members, Commissions and Committees, organizations, and others have submitted written comments or made public comments during three public hearings on the Regional Plan. At every step along the way, community voices have influenced and shaped the plan, and we deeply appreciate all the time, effort, and contributions that the Flagstaff community has given to this plan.
Next Steps: Regional Plan Special Election

The Regional Plan adoption process is not over yet! City residents will have the opportunity to vote on the Regional Plan in May 2026.
First, a revised version of the plan, with changes from the Conditions of Approval and Errata, will be published online in November. In May 2026, a ballot by mail special election will be held, and the Regional Plan will be on the ballot for ratification as the City’s General Plan. More information on the special election will be shared in the coming weeks.
Coconino County residents will not directly vote on adopting the Regional Plan. The County Board of Supervisors will hold public hearings on adopting the Regional Plan as an amendment to the Coconino County Comprehensive Plan. The public hearing dates will be scheduled after adoption of the Comprehensive Plan and updates will be provided via this newsletter.
