Friends of Flagstaff’s Future (F3) Action Alert — Regional Plan Open Houses Next Week

The 60-day public review of the Draft Regional Plan in late 2024 generated over 2,000 comments and led to substantial revisions to the Plan. The review revealed some important topics and issues that merit additional input from the community to guide the next steps of revising the plan.

Join City staff at one of the two Open Houses next week to learn about the public’s comments and discuss how the Plan has been revised. The community also can provide feedback via the public survey (see below), and learn about the next steps for adoption of the Regional Plan. The Open Houses will take place at the following dates and locations:

Tuesday, April 15: 5:30-7:30 pm at the Flagstaff Aquaplex, 1702 N. Fourth St.

Thursday, April 17: 5:30-7:30 pm at the Boys & Girls Club of Flagstaff, 301 S. Paseo Del Flag

Come and engage directly with F3’s Executive Director at F3’s monthly Coffee Conversations. Share your concerns, questions, and ideas about Flagstaff issues while meeting others who want to get involved with issues in Flagstaff.

The April Coffee Conversation will take place on Wednesday April 2nd at Campus Coffee Bean from 9:00-10:00 am.

The May Coffee Conversation will take place on the first Thursday of the month, May 8th. This will allow those who have not been able to attend the Wednesday meetings to join these conversations. More details on the location will be forthcoming.

Friends of Flagstaff’s Future (F3) Action Alert — Flagstaff Needs a Diversity of Housing Types

What kind of housing do we need in the City of Flagstaff? There is almost universal agreement that we are desperately in need of housing that year-round residents from all walks of life can afford.

But though the demand for housing serving a spectrum of needs is great, most developments to date have been high-end student and luxury housing.

This month, the City Council is facing a request for another student housing project. It’s one we’ve seen before, the controversial but previously approved 2018 Mill Town project across from Target. The developer wants to submit a new plan but under an old code. But the new plan will remain a student housing project, consisting mostly of four-and-five-bedroom apartments to be shared by students.

F3 has paid close attention to the Flagstaff Regional Plan 2045 because it will greatly impact the way Flagstaff will develop in the next twenty years. The plan is a policy guide for land use and development decisions and should be the vision for the shape and character of the community.

This newsletter summarizes our concerns. Here is a quick overview:

We are concerned that the plan is almost singularly focused on an increase in housing density. While we see the need to address the housing crisis, density alone is not enough. It must be paired with the values that make a community a community such as open space, public space, and community character.

The Flagstaff Regional Land Use Plan is an important policy guide for the Flagstaff Region: this region includes the City of Flagstaff and nearby county communities including Kachina, Mountainaire, Doney Park, and Bellemont. The Draft Regional Plan envisions the year 2045 and outlines the community vision for growth, housing, transportation, the economy, climate action, natural resources, open space, parks, water management, energy, and infrastructure.

Friends of Flagstaff’s Future (F3) — Important Voting Information and F3’s Guide

F3 believes strongly in civic engagement and we hold the vision that community members should participate fully at every level of decision-making. F3’s strives to provide voters with information to assist in making decisions regarding our local elections by providing our Candidate Questionnaires for City Council and, new this year, the Flagstaff Unified School District (FUSD) School Board.

F3 has also produced our election year “Voter’s Guide to State and Local Propositions 2024.” This Guide will assist voters in understanding the three city and county propositions on the ballot, as well as the 13 state propositions.

Don’t miss your chance to ask questions of and evaluate the six city council candidates who will appear on Flagstaff’s November ballot. There are three open seats to be filled on council during this fall election.

F3’s unique speed-dating format will allow Flagstaff voters to meet each candidate while seated with a small group. We’ve worked to provide a quiet environment in which to interact with each candidate by securing nearby classrooms located a short walk from the Commons. Each small group of participants will be physically separated and able to concentrate and hear the interactions with each candidate as they rotate between classrooms.

All six candidates named on the November general election ballot have answered the questions posed by F3 in our City Council Candidate Questionnaire. Flagstaff voter’s will decide who among the candidates will fill three open seats on City Council.

Eight questions addressing local issues and concernswere crafted by F3’s Board and Director. The candidates were asked to keep their replies to 150 words or less. We thank those who provided us with potential questions for the candidates.

There are many more questions to be asked of the council candidates and we encourage you to attend F3’s upcoming City Council Candidate Forum on September 23 (see below for details) and ask your questions.

Friends of Flagstaff’s Future (F3) — Alert: Coconino County Recorder Candidate Debate Tuesday, Aug. 27

F3 has just learned that Arizona Clean Elections Commissionhas organized a debate between Coconino County’s two candidates for the position of Recorder: Aubrey Sondereggerand Bob Thorpe. The candidates will be on the November 2024 General Election ballot.

The County Recorder is responsible for voter registration, early voting, as well as processing and maintaining voter registration records, among other tasks. The Recorder serves a four-year term.

The debate will be broadcast virtually on Tuesday, August 27 starting at 6:00 pm on YouTube. This debate can be accessed live here. Write-in questions to the candidates can be emailed to debates@azcleanelections.gov, sent by text to 408-302-1810, or by calling 480-937-1253 in real time during the debate.

Friends of Flagstaff’s Future (F3) F3 Opposes the Pinyon Plain Mine

F3 supports the sovereignty of indigenous tribes and peoples and believes the wishes of Indigenous peoples to close the Pinyon Plain Mine should be honored.

The Havasupai tribe have stated that uranium mining near the Grand Canyon poses real dangers to groundwater in the region. There is a risk of contamination of the ecologically important seeps and springs in the Grand Canyon area, including the Havasupai sole source of water. F3 supports Attorney General Mayes’ demand for an updated Environmental Impact Statement.

F3 also supports the Navajo and Hopi tribes in their efforts to stop the hauling of uranium ore through tribal lands.

It’s been a busy spring and beginning of summer here at F3! Below are short updates on some of the issues on which we have been working.

F3 did a deep dive into the city’s proposal to allow housing on lands zoned “Public Facility.” After many conversations with city staff and careful consideration over nearly two months, F3 decided to support the zoning code amendment because the city included the requirement for any development proposal to go through the Conditional Use Permit process. Read our final letter to Council on March 14 for more information.

Friends of Flagstaff’s Future (F3) — Tell Coucil Not to Amend Our Carbon Neutrality Plan

A local group, Flagstaff First (FF), has petitioned Council to amend the Flagstaff’s Carbon Neutrality Plan (CNP) to prioritize fire, flood and drought. Many community members told the Council in December and January to not amend the Plan. We need to speak again this Tuesday because FF’s petition is scheduled to be formally considered by City Council this Tuesday, March 26. Council will be deciding whether to or not to amend the CNP.

The community needs to respond to this threat by sending emails to City Council and/or speaking at the Council meeting this Tuesday and asking council members to reject the action requested in the FF petition.

We’re very pleased with the outcome of the vote on Proposition 480 where 73% of voters chose to overturn the NAH request to rezone 98 acres near Ft. Tuthill for a new hospital. F3, in coalition with others, helped make this happen. We gathered signatures to ensure the referendum was placed on the ballot, we worked to educate the community about the choices posed and the consequences of the vote. Flagstaff spoke loud and clear and in a non-partisan manner against a new hospital and wellness village on the edge of town.

With the rejection of 480, Flagstaff is now provided with a great opportunity! We can now start a true community discussion about the healthcare needs in Northern Arizona. Here’s what F3 believes must happen now:

Friends of Flagstaff’s Future (F3) — F3’s VOTER GUIDE to Flagstaff Propositions: November 2023 Special Election

Flagstaff’s Special Election is November 7, 2023. This is a Ballot-by-Mail Election and there will be no polling places on Election Day. All registered voters in the City of Flagstaff will automatically receive a ballot in the mail approximately three weeks prior to election day. You are able to check your voting status here.

F3 has thoroughly reviewed the 20 propositions that will be on the ballot and we have created a Voter Guide to this year’s election. The summary of the Voter Guide is available in graphic form below. A description of the propositions, accompanied by F3’s reasoning for our voting recommendations, are provided on our website.

Nineteen of the propositions on the ballot are proposed amendments to the City of Flagstaff Charter. The City Charter is the basic law of a city as established by a majority of voters. The Charter defines the powers and functions of the city and serves as the foundation of government for the city.

The City Sustainability Office will soon be launching the Flagstaff Home Energy Retrofit Program with a substantial grant award. The program provides home energy retrofits to low income residents, helping them reduce energy costs, increase the comfort of their homes, strengthen community participation towards greater climate resilience, and reduce greenhouse gas emissions, contributing to our community’s Carbon Neutrality Plan.
