The City of Flagstaff invites members of the public to attend a final interview event on Thursday, April 6 from 3 – 5 p.m. at Flagstaff City Hall (211 W Aspen Ave) for the position of Deputy City Manager. The City had 175 potential candidates, invited 11 to preliminary interviews, and identified two candidates to participate in the final interview process. One of these two candidates recently accepted another position and therefore the City will be moving forward with the remaining candidate for the final interview.

FLAGSTAFF — The City of Flagstaff will celebrate Indigenous Code Talkers Day with an event on Monday, Aug. 14 from 9:30 a.m. to 1:30 p.m. at the Aquaplex Community Room (1702 N. Fourth St). Members of the public are welcome to attend.

The event will feature a variety of speakers, including Keynote Speaker Ms. Jamescita Peshlakai, U.S. Army Veteran, Persian Gulf War, former Arizona State Senator, former member of the Arizona House of Representatives, and member of the Navajo Nation. The event will also feature youth ambassadors and the Yoyhoyan Hopi youth dance group, which will provide a cultural share. A pre-event 2K honor walk/run (in-person/hybrid) will be held near the Aquaplex at 8:30 a.m.

During the meeting, City staff will discuss the Grandview Drive Reconstruction Project scheduled to start in the fall, as well as review 30% design plans for the Spruce Wash Improvements flood migration projects funded by Prop 441.

The Butler-Fourth Improvements project consists of widening present-day Butler Avenue from Little America to Sinagua Heights Subdivision and widening present-day Fourth Street from Warm Springs Trail/Sparrow Avenue to the upcoming Canyon Del Rio development south of Butler Avenue.

Members of the public are welcome to attend the event to discuss the proposed charter amendments with City staff and ask related questions. Proposition 480 will not be discussed at this event.

FLAGSTAFF — The City of Flagstaff is hosting a virtual informational meeting about the current drinking water, wastewater, and reclaimed water rate study on Thursday, Dec. 7 from 5:30-7 p.m. The meeting will be accessible both virtually and by telephone. Members of the public are invited to attend to learn more about the rate study and to ask questions. The meeting will consist of an informational presentation, followed by time for questions and answers.

Recycle your Christmas tree through the City of Flagstaff’s treecycling program

The City of Flagstaff is proud to provide a treecycling service during the month of January to assist with the proper recycling of Christmas trees. Collected trees will be mulched and used in the City’s parks and beautification projects throughout the year.

City residents can place their tree on the curb for pick-up by 6 a.m. from Monday, Jan. 2 through Friday, Jan. 6.

City of Flagstaff to begin dredging Frances Short Pond

The City of Flagstaff will begin the process of dredging Frances Short Pond to remove sediment from post-wildfire flooding. First, the pond will be drained and dried so that the sediment at the bottom of the pond can be more easily accessed and removed. Once the sediment has been removed, the pond will be refilled with reclaimed water and spring runoff. The draining process will begin today, Dec. 22, 2023, and the entire project is expected to take three to six months, with the pond scheduled to be reopened in the late spring or early summer. The public should avoid the pond while the dredging process is taking place.

City of Flagstaff — Minimum wage increases to $16.80 on Jan. 1, 2022

The minimum wage in the City of Flagstaff will increase to $16.80 on Jan. 1, 2023. This increase was announced by the City in September of 2022.

Flagstaff voters passed the Minimum Wage Act (“the Act”) on November 8, 2016 as a citizen’s initiative (Proposition 414). The Act, which is codified in Title 15 of the Flagstaff City Code, prescribes that beginning in 2023, the Flagstaff minimum wage shall be increased annually by the increase in the cost of living.

On September 13, 2022, the U.S. Bureau of Labor Statistics released the consumer price index (CPI) numbers for August of 2022. The CPI for August 2022 was 8.3% greater than for August 2021. Accordingly, as of January 1, 2023, the minimum wage in the City of Flagstaff will increase from $15.50 per hour to $16.80 per hour.

Flagstaff Pulliam Airport holiday travel tips

Ahead of the upcoming holiday season, Flagstaff Pulliam Airport reminds travelers to arrive 90 minutes before departure to ensure a seamless experience during this busy travel period. New airline regulations do not allow passengers to check in or check bags less than 45 minutes before domestic departures or one hour for international travelers.

“New regulations require strict cut off times for checked baggage to run required reports regarding aircraft weight prior to take off,” said Barney Helmick, Flagstaff Pulliam Airport Director. “Flying out of Flagstaff is a seamless option for your holiday travel and we thank folks for flying Flagstaff.”

Flagstaff City Council election results will take longer to process due to number of write-in candidates

The City of Flagstaff and Coconino County would like to provide information on when election results will be available following the November 8 election.

The first batch of results will be released by Coconino County on Election Day after 8 p.m. These results will reflect early ballots processed and counted by Election Day. Following this first release of results, additional results are uploaded periodically through the night as Election Day ballots are delivered for counting.

City of Flagstaff — Schultz Creek Detention Basins complete and functional

The City of Flagstaff is happy to announce that the Schultz Creek Sediment and Flood Mitigation Detention Basins are complete and functional. The basins were completed incredibly quickly, with the project being designed, planned, bid and constructed in less than three months, including significant rain delays.

The dedication and hard work of the City’s Stormwater and Public Works divisions, as well as the expertise of Shephard Wesnitzner, Inc, and the commitment of Fann Contracting made such a swift delivery possible. The project was delivered with $2.4M in funding from the Natural Resources Conservation Service (NRCS) Emergency Watershed Protection Program and a match of over $700,000 from the Arizona Department of Forestry and Fire Management.

City of Flagstaff proposes stormwater rate adjustment

The City of Flagstaff is proposing amendments to the City Code to adopt new or increased fees related to stormwater service charges.

Several events since the most recent rate adjustment have combined to make the current stormwater rate insufficient to meet current and future community needs. These events include post-wildfire flood mitigation needs, critical infrastructure upsizing needs in multiple drainage areas, deferred Capital Improvement Projects identified in the 2010 Northeast Area Master Drainage Study, and rapidly increasing materials and construction costs worldwide.

Buffalo Park closure scheduled for Sept. 27 – Sept. 28

A full closure of Buffalo Park will take place on Tuesday, Sept. 27 and Wednesday, Sept. 28 to allow for construction activities related to the Arizona State Parks Grant for the Buffalo Park Trail Accessibility project. The full closure will include the closure of the parking lot, ramada, restrooms and all other areas within Buffalo Park.

On November 8, 2016 the voters of Flagstaff wrote and passed The MinimumWage Act (“the Act”) as a citizen’s initiative (Proposition 414). The Flagstaff City – Coconino County Public Library and the Flagstaff Sustainability Office invite community members to join us for the new Climate Resilience Project. The project will offer intergenerational knowledge building, discussions, and hands-on learning opportunities to promote individual and community resilience in Flagstaff. The City is excited to explore our community’s ability to prepare for, recover from, and flourish after climate events with residents and learn what resilience means to them.

Monthly events will rotate between:

Climate Conversations – Community discussions where residents can collaboratively learn and discuss a unique topic, facilitated by an expert for guidance, information, and insights.
Resilience Work Sessions – Opportunities to put learning into action by supporting ongoing resilience efforts in Flagstaff. These sessions might include work at wildfire or flooding sites, citizen science projects, or neighborhood and household emergency planning.

The City of Flagstaff and Coconino County will host a series of ten public workshops starting Aug. 22 and continuing through November to create a shared vision for the Flagstaff region through 2045 and beyond. These discussions are the first participatory workshops in this multi-year process. 

To chart a path for Flagstaff’s future, residents and staff need to reflect on its past, discuss its present, and dream about its future. These workshops will focus on visioning, which is a process that brings together diverse community members for conversations to guide the next version of the Regional Plan. The City of Flagstaff has become aware of a survey circulating by text message on the 2022 election propositions that includes inaccurate and misleading information. The survey, which appears on the website opinion-counts.com, is not sanctioned by the City nor is it supported by the City in any way. It is currently unknown which organization or individual created and published the survey.

The City of Flagstaff will celebrate National Navajo Code Talkers Day with an event on Sunday, Aug. 14 from 10 a.m. to 12:30 p.m. at the NACET Conference Room (2201 N. Gemini Rd.). Flagstaff community members who would like to volunteer to support residents impacted by Pipeline Fire post-wildfire flooding on the west side of Flagstaff are invited to assist in filling sandbags. Volunteers are encouraged to visit either of the City’s self-fill sandbag stations (locations below) anytime during daylight hours, seven days a week to create sandbags. Empty sandbags and cinder sand are provided at the sites. Volunteers are encouraged to bring gloves, sun protection, shovels, and water for hydration. Completed sandbags can be left at the sites, where they can then be picked up by residents impacted by flooding. Self-formed groups, such as school groups, church groups, or other organizations are especially encouraged to volunteer. Flagstaff launches two new residential food scrap drop-off locations

The City of Flagstaff’s Sustainability Office invites the public to use two new residential food scraps drop-off locations at the Flagstaff Aquaplex (1702 N Fourth St) and Bow and Arrow Park (3701 N Cochise Dr). To use the free drop-off locations, residents can take the City’s brief online survey to receive a bin access code, collect acceptable items at home, and bring them to either location.

Drop-off locations are serviced by contractors who weigh, sort, and transport materials to several small-scale farms in and around northern Arizona. Materials are processed onsite at the farms and incorporated into the soils to support regenerative agriculture, the local food system, and healthy ecosystems.

City of Flagstaff receives federal funding for Pipeline West flooding mitigation project

The City of Flagstaff has received notification that the Natural Resources Conservation Service (NRCS) will provide $2.4M in assistance to the City for the Schultz Creek Sediment and Flood Mitigation Detention Basins project through the NRCS’s Emergency Watershed Protection program.

The Schultz Creek Sediment and Flood Mitigation Detention Basins project will mitigate post-wildfire flooding from the Pipeline Fire, which burned over 1,000 acres of the Schultz Creek watershed in June 2022 and resulted in an increased risk of post-wildfire flooding for neighborhoods downstream, including Coyote Springs, Coconino Estates, Downtown and the Southside. The project will detain over 40 acre-feet of water and sediment, thereby reducing life and safety threats as well as the risk of post-wildfire flooding.

Flagstaff partners with APS to power city operations with 100% renewable electricity

The City of Flagstaff is partnering with Arizona Public Service Co. (APS) to power city operations with 100% carbon-free electricity. The City is the first enrolled participant in APS’s newly launched Green Power Partners (GPP) program, which helps APS business customers accelerate their own sustainability goals and make a positive impact on the environment through renewable energy options. As a participant of GPP, the City of Flagstaff will make important progress to become carbon neutral and be ahead of schedule to meet its 2025 goal to use 100% renewable electricity for municipal operations.

“Our new partnership with APS is a testament to the City’s commitment to climate action and APS’s commitment to clean energy. We’re very excited that in securing 100% clean electricity for municipal operations, this partnership will allow Flagstaff to achieve one of the major milestones in our Carbon Neutrality Plan two years ahead of schedule,” says Mayor Paul Deasy.

City of Flagstaff launches revised public input process for the Greater Observatory Mesa Trail Plan Draft

The City of Flagstaff is revising the public input process for the Greater Observatory Mesa Draft Trail Plan. As part of the revised process, City staff will schedule additional meetings with adjacent neighborhoods and stakeholders to allow for in-depth discussions on initial feedback. The current survey on the Flagstaff Community Forum site will be closed and previously announced public meetings will be rescheduled to a later date. An updated version of the draft plan will then be shared with the public for review and feedback.

United Airlines suspending service at Flagstaff Pulliam Airport beginning Oct. 30, 2022

United Airlines has announced plans to suspend service at Flagstaff Pulliam Airport and will review after six months. United Airlines currently provides direct service to and from Denver, Colorado and will continue service through the end of October 2022.

“We are disappointed to hear that United Airlines has plans to suspend service in and out of Flagstaff,” said Barney Helmick, Flagstaff Pulliam Airport Director. “Unfortunately, the airline industry is seeing service reductions nationwide due to increasing fuel prices and staffing issues. United flights out of Flagstaff are at 90% load capacity, meaning 90% of the seats are filled which is viewed as very successful in the commercial airline industry. We will continue to stay in contact with United during 2022 in hopes we can reestablish service in 2023.”

This new laser light show will captivate your attention replacing the standard fireworks with a stunning display of multicolored lights and lasers in sync to fun music. “The shift from traditional fireworks to a laser light show was the responsible action to take due to extreme fire risk with the dry and hot conditions in the northland. It is extremely important to have a safe celebration and be fire aware,” said Flagstaff City Manager Greg Clifton. “And it is also important to have a yearly celebration that we can all anticipate and rely upon, without the disappointment that comes from frequent cancellation of fireworks.”

The City of Flagstaff will lift current fire restrictions and return to Stage 0 fire restrictions on Tuesday, June 28 at 12 p.m. (noon).

Under Stage 0 fire restrictions,

Smoking and use of electronic cigarettes are prohibited in all public places within the City of Flagstaff, including City Parks, Open Spaces, and the Flagstaff Urban Trail System (FUTS) at all times.

Self-fill sandbag stations available in west Flagstaff for residents impacted by Pipeline Fire

The City of Flagstaff has established two self-filling sandbag stations for those impacted by the Pipeline Fire who live on the west side of Flagstaff. The first station is in Thorpe Park, at the parking lot at the north end of N. Aztec St. between Frances Short Pond and the softball fields. The second station is located at the intersection of Schultz Pass Rd and E Mt Elden Lookout Rd. (commonly called the Schultz “Y”). Maps of these locations are attached.

City of Flagstaff hosts community volunteer day on June 25 in areas impacted by Museum Fire flooding

The City of Flagstaff is hosting a community volunteer day in areas downstream of the Museum Fire burn scar on Saturday, June 25. Volunteers will be assisting residents who are elderly or have a disability repair their emergency sandbag mitigation.To request volunteer assistance, please call 928-213-2102 Monday through Friday from 8 a.m. to 4 p.m. Resources are limited, and crews will address as many properties as time and resources allow.

Volunteers should meet at the Coconino County Health and Human Services building, located at 2625 N. King St. The event will take place from 8 a.m. to 12 p.m. There will be no afternoon shift during this event. Volunteers are encouraged to wear sturdy shoes, pants, and sun protection, and to bring a refillable water bottle, a face covering for dust, and work gloves if available.

COCONINO COUNTY — The Coconino County Flood Control District (District) has set up several sandbag stations in the Pipeline Fire Area for residents to install around their homes in preparation of post-wildfire flooding.

Sandbags and sandbag materials are currently available at the Copeland Detention Basin, the entrance of which is located just off of Hwy 89 at Copeland Lane.

The Copeland Detention Basin has both a self-serve sandbag station and pre-made sandbags. The self-serve station includes empty sandbags and fill material.

Preliminary flood hazard modeling of areas impacted by the Pipeline Fire indicates an increased risk of flooding for some neighborhoods within Flagstaff City limits. Specifically, residents whose homes are in the neighborhoods of Creighton Estates, Forest Hills, Cheshire, Coyote Springs, Anasazi Ridge, Coconino Estates, Ridge Crest, North End, Downtown Flagstaff or Southside and whose homes are located within a FEMA Zone A, AE, AH, or shaded X should immediately purchase or maintain flood insurance. Homeowners insurance policies do not cover flood damage and coverage must be purchased separately.

The City of Flagstaff will enter Stage 3 Fire Restrictions at 8 a.m. on Friday, June 17.

Stage 3 Fire Restrictions include the following new restrictions:

The use of propane and gas BBQs (including those with an on-off switch) is prohibited in City parks, open spaces, and private campgrounds.
The use of propane and gas BBQs (including those with an on-off switch) are allowed at private residences EXCEPT during a Red Flag Warning.
Public access to sections of the Flagstaff Urban Trails System (FUTS) that provide an entrance into any closed area of the Coconino National Forest is prohibited.
In the event of a complete closure of the Coconino National Forest, public entry/use of Observatory Mesa and Picture Canyon City Open Space lands is prohibited.

Museum Fire flood area siren alerting system testing and protocol Siren testing scheduled for Friday, June 17 from noon to 2 p.m.

The Museum Fire flood area siren alerting system has been installed in the Grandview Homes and Sunnyside neighborhoods and full-volume testing has been scheduled for Friday, June 17 from 12 – 2 p.m. During the full-volume testing period, residents in the area will hear an alarm sound, followed by a voice message repeated three times in both English and Spanish, concluding with a wind down siren sound signifying the end of that message. This process may repeat several times during the testing period. Testing may be postponed in the event of rain or impacts from nearby wildfires.

Buffalo Park and the Schultz Creek Natural Area are closed until further notice due to the Pipeline Fire. The Observatory Mesa Natural Area is also closed until further notice due to being surrounded by the Coconino National Forest Temporary Area Closure.

The City of Flagstaff (City) and the Coconino County Flood Control District (District), with significant financial support from the AZ Depart. of Forestry and Fire Management, have begun installing a siren alerting system to help warn residents of imminent flooding in neighborhoods downstream of the Museum Fire burn scar. Four elevated high power speaker arrays will be installed throughout the Grandview Homes and Sunnyside neighborhoods and will emit alarm sounds and voice messages when rain thresholds are triggered within the Museum Fire burn scar.
